Women Leading Change: Progress and Challenges in Political Participation in Puerto Rico

Advances in Women’s Political Participation

In recent decades, Puerto Rico has seen steady growth in women’s political participation. Organizations such as Proyecto 85 have played a key role in this progress, offering training and support for women aspiring to elected office. During the 2020 electoral cycle, more than 400 women took part in Proyecto 85 workshops, and 30% of the 34 women elected to top posts were program alumnae.

For the 2024 elections, 1,772 women registered as candidates, representing 38.72% of the total. Yet only 40 were ultimately elected—revealing a sharp decline between candidacy and election.

Persistent Challenges: Beyond Numbers

Despite these advances, the presence of women in political office does not automatically guarantee a commitment to gender equity. Some women elected have reproduced patriarchal patterns and supported policies that restrict the rights of women and LGBTQ+ communities. This highlights the need not only to increase the number of women in politics, but to ensure that those in power actively advance equality and human rights.

The Fundación de Mujeres en Puerto Rico stresses that equity is not achieved simply by women occupying seats in government—it requires representation grounded in a gender perspective and a commitment to social justice.

  • Women represent 53% of Puerto Rico’s population.

  • In the current Legislative Assembly, only 32.1% of seats are held by women.

  • Of the 78 municipalities, just 9 are led by women mayors.
