Strategic Plan: Fundación de Mujeres en Puerto Rico
Our vision for 2030 is to build, together with our allies, a just Puerto Rico where women, girls, and gender-diverse people can live with dignity, power, and equity.
At the Fundación de Mujeres en Puerto Rico, we believe that all people—women, girls, and gender-diverse communities—deserve to live with dignity, autonomy, and equity. Yet, colonial history, structural inequality, and the lack of sustained resources continue to threaten their rights and wellbeing.
Our vision for 2030 is to build, together with our allies, a more just Puerto Rico where power, resources, and decision-making lie in the hands of those who sustain life and justice within their communities.
We champion a feminist philanthropy model that strengthens organizations advancing human rights, social justice, and gender and racial equity across Puerto Rico. We are committed to ensuring their sustainability, amplifying their influence on public policy, and cultivating a strong, resilient ecosystem deeply devoted to transformative change.
By reshaping how resources are distributed, supporting organizational growth, and generating data and stories that bring visibility to what has long been silenced, we strive to make social, racial, and gender justice not a distant aspiration—but a lived reality in every corner of Puerto Rico.
GOAL #1
Stability and Growth to Sustain the Movement
Achieve the long-term sustainability of FMnPR by ensuring its financial stability and diversity, as well as advancing organizational development.

Summary
For the Fundación de Mujeres en Puerto Rico Puerto Rico to continue advancing gender justice in a sustained and effective way, we need a strong, resilient, and sovereign foundation. This strategic goal focuses on reinforcing our financial stability, formalizing the role of volunteers, strengthening our organizational structure, and fully developing the capacities of our team. But for us, sustainability is not only an administrative matter—it is a political and structural commitment to ensuring continued support for those who uphold life, dignity, and equity in their communities.
This objective takes on even greater urgency in the Puerto Rican context. Globally, less than 2% of philanthropic funds are directed to women and girls. In Puerto Rico, that figure is even lower, compounded by colonial conditions that exclude us from many U.S.-based funding streams. As an unincorporated territory, much of local funding depends on federal sources, which are subject to external decision-making, arbitrary cuts, and lack of continuity. This structural dependence puts at risk the sustainability of feminist and community-based organizations that respond daily to urgent needs.
In response, our vision is to build a financially autonomous Foundation, with a solid organizational infrastructure, a strengthened team, and a recognized and valued volunteer network. With this foundation, we can continue channeling resources where they are most needed and ensure that the struggle for gender justice in Puerto Rico has a future that is stable, strategic, and transformative.

What we want to achieve
- Increase our revenue and diversify our funding sources.
- Ensure that at least 70% of the total budget is allocated directly to supporting the ecosystem of services for women, girls, and gender-diverse people.
- Establish a formal volunteer program that recognizes, values, and integrates in-kind contributions into the financial framework.
- Review and strengthen the organizational structure by creating more efficient roles and processes aligned with strategic goals.
- Implement a professional development plan to enhance the team’s capacities in key areas such as project management, evaluation, and advocacy.
How will we know we’ve succeeded?
- Strengthen the Development Committee and implement a Board-approved fundraising strategy.
- Carry out multiple fundraising strategies, including digital campaigns, events, and initiatives with individual, corporate, and institutional donors.
- Document volunteer hours and their economic value, and regularly include them as in-kind contributions in financial statements.
- Update the organizational chart and job descriptions to ensure efficiency and alignment with institutional goals.
- Hold at least two training sessions per year, with staff acquiring new skills aligned with the objectives of the strategic plan.
- Achieve higher, more sustainable, and more strategic investment in the Foundation’s partner organizations.

Sharing Knowledge through Feminist Philanthropy
Design a communications strategy that raises awareness, educates, and showcases the work of FMnPR, highlighting its feminist philanthropic model, theory of change, and achievements.

In a context where the fight for gender equity is constantly made invisible, and where dominant narratives often exclude feminist and community voices, communicating with intention becomes an act of power. For the Fundación de Mujeres en Puerto Rico, communication is not only about outreach: it is about education, positioning, and advocacy. This goal seeks to design and implement a communications strategy that amplifies our feminist philanthropy model, educates about its power to drive social transformation, and helps more people understand the urgency of supporting this work.

- Educate donors and foundations on the importance of supporting feminist philanthropy in colonial contexts such as Puerto Rico.
- Redesign and strengthen all of the Foundation’s communications channels to clearly reflect its impact, values, and transformative vision.
- Increase FMnPR’s presence in media, conferences, and decision-making spaces, positioning it as a leading organization on gender issues and feminist philanthropy.
- Amplify the work, voice, and leadership of our partners so that their reach for social justice is recognized, supported, and replicated.
How will we know we’ve succeeded?
- A communications plan is approved that identifies key audiences, core messages, and strategies for outreach and advocacy.
- The amount of educational content for donors increases, including digital pieces, emails, publications, and events.
- An increase in engagement is measured across FMnPR’s digital channels and communications campaigns.
- The Foundation gains greater visibility in local and international media, as well as in relevant conferences and forums.
- Partners’ experiences are documented and amplified through campaigns, testimonials, and publications, strengthening their visibility and legitimacy.
- Growth is observed in both financial support and the donor network aligned with the vision of feminist justice.

SUPPORT TO TRANSFORM
Strengthen the capacities and organizational development of FMnPR’s partner organizations, fostering the creation of a strong ecosystem of services and support that guarantees social and racial justice with a gender and human rights perspective in the lives of women, girls, and gender-diverse people in Puerto Rico.

Organizations fighting for equity in Puerto Rico face enormous structural challenges: limited resources, work overload, low visibility, and unequal access to development opportunities. For feminist and women-led organizations, these challenges are even deeper due to the historic neglect of both philanthropy and the State.
At the Fundación de Mujeres en Puerto Rico, we know that social change is not possible without strong, connected, and sustainable organizations. This goal reflects our commitment to support our partners not only with resources, but also with training spaces, support networks, and tools for institutional growth. We are investing in a feminist ecosystem that is interconnected, resilient in the face of crises, and capable of sustaining long-term work while amplifying collective power from the margins.

- Create a collaborative learning community among organizations to foster the exchange of knowledge, best practices, and networks of solidarity.
- Support organizational development processes through diagnostics, technical assistance, and access to tools that reinforce the structural and financial sustainability of partner organizations.
- Expand access to specialized consulting services to strengthen critical areas such as governance, planning, communications, finance, and feminist leadership.
- Build an interconnected ecosystem of services and support capable of sustaining the wellbeing of women, girls, and gender-diverse people in Puerto Rico.
How will we know we’ve succeeded?
- Increased participation of partner organizations in training and institutional strengthening processes.
- Organizational diagnostics are conducted and development needs are clearly identified.
- The number of sessions, trainings, and consulting processes is documented, along with participant satisfaction.
- Partners implement new tools and organizational strategies as a result of the support received.
- Tangible improvements are evident in the institutional, operational, and financial capacity of supported organizations.
- Greater collaboration among partners is observed, leading to joint initiatives within the feminist ecosystem.

Feminist Research for Systemic change
Support the generation of reliable data and the development of policy formulation, advocacy, and implementation initiatives that advance the defense of human rights and promote social and racial justice through a gender lens.

Summary
In Puerto Rico, public policy decisions are rarely grounded in data generated by the communities most affected. Even less often are they shaped with an intersectional lens that recognizes the realities of women, girls, and gender-diverse people. This goal responds to an urgent need: to produce and support reliable, relevant, and politically useful knowledge that can transform the structural conditions of inequality.
We recognize that data is never neutral: it can either be a tool of invisibilization or a tool of liberation. That is why we invest in feminist, participatory, and action-oriented research, as well as in alliances with organizations directly influencing public policy. In a colonial context, where institutions fail to guarantee even basic rights, supporting the production of knowledge from the margins and strengthening the political voice of feminist organizations is not only a strategy for justice—it is a strategy for sovereignty.

- Provide financial support to organizations leading feminist, intersectional advocacy processes.
- Create spaces for participation to ensure feminist organizations have an active voice in public consultations, legislative committees, and decision-making processes that directly affect their lives.
- Ensure public policy proposals are backed by reliable data, produced through a human rights and social justice lens.

- A research committee is established with expert members, and thematic priorities are defined in alignment with the feminist theory of change.
- Calls for proposals are published, submissions are received, and projects are funded based on their potential for political and community impact.
- The number of reports and publications increases, along with their use in advocacy processes and decision-making spaces.
- Clear criteria are developed to support organizations driving systemic change through public policy.
- Alliances and collaborative networks are established for data generation and public policy advocacy.

Feminist Philanthropy In Action
Optimize FMnPR’s grantmaking model by aligning it with the systemic theory of change and ensuring the consistent collection of data through an evaluation framework.

This goal seeks to align FMnPR’s grantmaking model with its feminist theory of change, ensuring that funds drive meaningful transformations in the lives of women, girls, and gender-diverse people.
In Puerto Rico, there are powerful opportunities to strengthen a funding model that not only supports but also processes of structural justice through a feminist lens. This includes implementing an evaluation system that values learning, demonstrates impact from a community perspective, and reinforces a continuous cycle of improvement, listening, and shared responsibility.

- Use evaluation results to continuously refine and strengthen the feminist philanthropic model, ensuring accountability, ongoing improvement, and transformative impact.

- New grantmaking criteria are defined and documented, and the revised model is clearly communicated to partners and donors.
- Orientation sessions are held to present and explain the new grantmaking model.
- An evaluation framework is designed and implemented, with clear performance indicators and a participatory data collection methodology.
- Annual evaluation reports are produced, documenting achievements, learnings, and areas for improvement, aligned with the Foundation’s strategic goals.
- Active use of collected data is demonstrated to adjust strategies, identify gaps, and strengthen both FMnPR and its partners.
- A grantmaking-learning-evaluation cycle is consolidated, contributing to the effectiveness, sustainability, and legitimacy of the feminist philanthropic model.
